Submission to Victorian Department of Transport and Planning on Building Electrification – Regulatory Impact Statement

The Victorian Department of Transport and Planning's Building Electrification – Regulatory Impact Statement is an important step in ensuring all Victorians have access to clean, affordable and reliable energy in a future energy system.

The Victorian Government has already made significant progress in helping households and small businesses realise the benefits of electrification through its Gas Substitution Roadmap. 

This Regulatory Impact Statement (RIS) furthers these efforts and is an important step in ensuring all Victorians have access to clean, affordable and reliable energy in a future energy system.

Our submission outlines our support for the preferred option (Option 3) and the cost-benefit analysis that has been undertaken to develop it. Option 3 is an ambitious next step in electrifying Victorian households and small businesses while also recognising that further work is needed to understand and overcome the barriers many consumers face.

While Option 3 may be the right option for the present, the RIS rightfully points out the risk of rising gas bills that will be faced by consumers who do not electrify. There is an urgent need for governments to step in and help plan for this future and ensure all consumers benefit from the energy transition.

In particular, governments have a role in:

  1. Planning how gas distribution network costs will be recovered as consumers transition off the gas network.
  2. Ensuring consumers are informed about the risks of purchasing new gas appliances.
  3. Providing support to consumers who face barriers to electrification.
